WHAT IS THE CUBAN NATIONAL CONGRESS AND WHERE IS IT GOING?
The Cuban National Congress is a patriotic initiative, that is democratic and visionary, with the goal of implementing and creating a political head, a representative apparatus, that can speak for and represent an important segment of the Cuban people, a type of Parallel Government, a voice for those that do not have a voice, in order to actualize, organize, and participate in, in such a way that the process of liberation, as a process of liberation through the transition and reconstruction of a New Cuba that is democratic and will rise up after the collapse and dissolution of the Communist regime.
Its aim is simple: to plan, coordinate, and channel the change towards democracy and liberty.
To implement a peaceful transition, that is ordered and just, towards a system that is truly democratic, republican, representative, unitary, participatory, inclusive, and of solidarity.
Inspired as it is in historical precedent from governments in exile and historic movements of civic resistance, the National Congress has and offers to our Cuban brothers a pluralist structure, with the open participation of citizens, that groups together citizens, social leaders, religious members, academics, and military minds, some from the Cuban exile and some from the Island.
It is neither a political party nor a traditional coalition, but rather a common space for national convergence.
Within these principal objectives one can find:
- Creating in the country, once freed, new democratic institutions and a transitional constitutional framework that respects fundamental liberties and guarantees free elections
- The management of immediate humanitarian aid in order to avoid widespread chaos and hunger, mass exodus, and the specter of civil war, before the fall of the dictatorial regime
- The establishment of a national network for the distribution of food, medicines, and combustibles, with a useful alliance with the international community, in the best tradition of humanism and solidarity before the realities of this tremendous national emergency
- Promoting national reconciliation, justice during the transition, and the recovery of historical memory, including a Truth Commission and a Cuban Trial, like the one in Nuremberg, where the most culpable and those who have committed crimes against humanity would be judged
- Facilitating the return of exiles, stimulating investments, reconstruction, and the moral and material resurgence of the New Republic, implementing the initiatives of the Maceo Plan
- Fix the problem of currency, implementing the dollarization of the national economy, starting the process of the privatization of enterprises that are under the control of the totalitarian State, the renegotiation and cancellation of external debt, obtaining soft loans, the establishment of a modern and democratic educational system, and the creation of national health insurance, along with the reorganization and re-funding of the Armed Forces and the Justice System
- Removing in Cuba the root and the metastasis of international cartels and narcotrafficking
- Dissolving the Cuban Communist Party and making it illegal, along with any other organization that encourages, propagates, or supports communist ideals or totalitarian ideals of any variety
- Crear las condiciones para la democratización de la Isla, estableciendo un sabio proceso de transición que permita la creación de un estado de seguridad y paz social, que abra el camino a la estabilidad política, el desarrollo económico y la justicia social y que cree los instrumentos apropiados, tales como una Ley Electoral, un Censo Ciudadano, la organización de los Partidos políticos y un necesario calendario electoral que incluya, antes de las elecciones parciales y nacionales, una Convocatoria General a la celebración de una Asamblea Constituyente que apruebe, en representación del pueblo soberano, una nueva Carta Constitucional, que recoja y refleje las aspiraciones e ideales democráticos de la cubanía, a la altura de las realidades nacionales e internacionales, en el contexto de los legítimos intereses de la nación, sin olvidar las raíces mambisas, el hilo histórico, el tracto institucional y el legado constitucionalista de nuestros fundadores y nuestros repúblicos.
- Create conditions for the democratization of of the Island, establishing a sound transition process that would permit the creation of a state of security and social peace, that opens the door to political stability, to economic development, and to social justice, and that creates suitable instruments, such as Electoral Law, a Census of Citizens, the organization of political parties, and a necessary electoral calendar that includes, before local and national elections, a General Call for the celebration of a Constitutional Assembly that would approve, representing the sovereign people, a new Constitutional Charter, that recognizes and reflects the aspirations and democratic ideals of the Cuban people, at the height of realities both national and international, en the context of legitimate national interests, without ignoring its Mambí-ist origins, its historical thread, its institutional tract and the constitutionalist legacy of our founders and of our republics
The CUBAN NATIONAL CONGRESS aspires and opts for the rebirth of hope, for the reinvention of the Cuban nation, for the implementation of the project of a nation, without improvisation or vengeance, in order to return to the Cuban people its sovereignty that has been stolen from them, along with its faith in the future.
In its heart develops the elements of the New Republic.
In its vision, it announces the miracle of the rebirth of the Eternal Cuba.
