We, following what we call the MARTÍ PLAN, have established the CUBAN NATIONAL CONGRESS, a type of Parallel Government, a political and representative head, in order to empower the common will of Cubans within the island and those of the Diaspora.
As of February 23 of this year, we have inaugurated the CUBAN NATIONAL CONGRESS, counting a Presidential College, 38 Departments, a Representative Assembly and Delegate-Consuls in 14 cities worldwide where there is a Cuban presence, composing a great advisory board with the presence of 250 Members in its National Headquarters, here in Miami.
It treats with a court that crosses all Cubans, and includes veterans of Brigade 2506, former political prisoners, guerilla combatants, and veterans of the war for the destiny of the world, veteran combatants of the clandestine fight of journalists, business owners, military personnel, students, intellectuals, and economists.

Men and women, white and black, young and old.
Old trunks of the Historical Exile along with Men and Women of later generations. United together.
Engaged, talented, enthusiastic, and brave people.
Now working, aggregating, and multiplying.
The Communist tyranny is in a terminal crisis and it is clear that there is a changing of the guard in world's political leadership.
At the crest of this wave of extraordinary and dramatic change that is happening at the worldwide level we will ride the destiny and the freedom of Cuba.
God is with our people.
After Calvary and the Crucifixion the resurrection will come.
