Cuba: The Hour of Great Opportunities and Great Responsibilities

When one counts, one by one, the different parts of the jigsaw puzzle that is and signifies the gigantic and terminal crisis that the Cuban nation and people suffer, it is logical that we come to the horrific conclusion that no one, neither the Cuban Exile nor the International Community, is prepared for the eventuality of the implosion or explosion of the imposed dictatorial system there, and what the oncoming and phenomenal collapse and that the country would incur, and that the country would enter a time of chaos, hunger, mass exodus and civil war.
Some naive people speak of acquiring a warehouse in Hialeah, creating a voluntary campaign to get donations of food, medicine, and electric generators, in order to later send them on a ship to Cuba, as if this were not just a drop of water in the middle of an inaccessible desert.
The solutions to such a sizable tragedy and before such a monumental disaster need to be large, and we are obligated to think of a project for the country and of a rescue of a nation, instead of thinking so small and so little.
In order to clean up a dictatorship, we are obligated, as Cubans from all over, that not one of us for a second, to not only fill empty stomachs and send medicines for the sick.
We must fill the empty institutions and political systems, that which is related to national security, the networks of food and medicine, the freedom of prisoners, public order, the capture of those that are guilty, and the organization of the educational system, transportation, and many other necessities and services.
In truth, we will need to do all of this because all of this is missing or is faulty.
We will have to reinvent Cuba, to a New Cuba, democratic and republican, free and prosperous
From there the idea and the project of the CUBAN NATIONAL CONGRESS, which we founded and inaugurated on February 23, in Miami, Florida, the Capital of the Exile.
A political head, a patriotic coordinator, with both its arms, the MARTÍ PLAN, for LIBERATION, and the MACEO PLAN, for RECONSTRUCTION.
Organized and active wherever there are representatives and groups of the Cuban Diaspora in the coordination of our brothers in Cuba, deep and heroic.
All scheduled and planned.
A unitary organism, preventative and by emergency, with short, medium, and long term goals, of political, economic, social, cultural, diplomatic, geo-strategic, and modern character, within a GREAT PLAN OF NATIONAL SALVATION.
Only in this way will we rescue and save Cuba.
What is sad is that whatever disaster that may come would collapse the system, and that we would not, as a people, be prepared to assume these responsibilities in time to provide these grand national solutions to save the Cubans.
History and our brothers, today sequestered and disabled, would never pardon us for such a betrayal and such infamous and suicidal behavior.
The hour is now.
Let us unite and act.
